POSITION DESCRIPTION

 DEPARTMENT: HR

POSITION: HR/Labor Specialist

REPORTS TO:  Director of Human Resources, dotted line to Labor Manager

SUPERVISORY RESPONSIBILITY: No formal supervisory responsibility, but will be required to provide training and feedback to work delegated to jobsite administrative staff related to employee lifecycle processes.

 

PRIMARY FUNCTION:

Under the direction of the Director of HR and in coordination with the Labor Manager, the HR/Labor Specialist manages the employee life cycle process for all field labor under a collective bargaining agreement as well as non-union office employees.  These responsibilities include but are not limited to hiring, onboarding, performance evaluation, training, discipline and separations.

 

ESSENTIAL FUNCTIONS:

  • Administrator of organizational employee System of Record and employment files responsible for maintaining/updating field employee records and ensuring data integrity.
  • Develop and prepare reports for organizational support and operational functions related to field labor.
  • Assist in the development of processes related to the field and office employee life cycle. Maintain and enhance the process(es) on an ongoing basis. These include activities such as:
    • Talent Acquisition (recruitment/evaluation of field staff leadership and experienced project management staff)
    • Hiring Process (pre-employment testing/authorizations, EVerify, etc.)
    • Onboarding (new hire paperwork, database updates, employment files, etc.)
    • Performance Evaluations (periodic evaluations, end of job evaluations)
    • Training (certification documentation, Safety records, reporting)
    • Discipline (performance documentation, investigation support)
    • Separations/Terminations
  • Train jobsite employees on process and responsibilities related to hiring and onboarding procedures.
  • Preparation and/or coordination of required compliance materials and reporting for EEOC, OSHA, FMLA, ADA, garnishments, unemployment claims, worker's compensation, etc.
  • Provide guidance to field supervision with process and documentation for employment status changes.
  • Review and coordinate vacation requests with Labor Manager to ensure proper coverage. Communicate necessary information regarding vacation/benefit usage/etc with local IBEW halls.
  • Dispatch Service Vehicles to customers and maintain On Call schedule for off work hours.
  • Coordinate directly with field supervision to manage requests for field staff requirements according to project specific needs.

 

OTHER FUNCTIONS

  • Ensure all current CBAs are distributed and accessible via the company intranet. Maintain historical copies of agreements as directed.
  • Vendor Relationship Management/Billing
  • Manage NMA Requests as needed.
  • Support management with grievance/employment claims

 REQUIRED EXPERIENCE/BACKGROUND/COMPETENCIES

  • Bachelor's degree in Business, Human Resources, Organizational Development or equivalent experience
  • Superior client service skills, including the ability to meet challenging client requirements and deadlines with a positive and enthusiastic attitude
  • Strong communication (written/verbal) and interpersonal skills
  • Evident practice of a high level of confidentiality
  • Analytical and research ability
  • Exceptional attention to detail and organizational skills
  • Ability to successfully contribute to the strategic direction of the company through innovation and continuous improvement
  • Proficiency in Microsoft Office programs (Word, Excel and BlueBeam required)
  • Ability to effectively utilize and implement technology and a commitment to learn in the technology environment
  • Strict adherence to professional ethics

 ADDITIONAL PREFERRED EXPERIENCE/BACKGROUND/SKILLS

  • Professional Human Resources certification (PHR or SPHR)
  • Two to Five years of related experience preferred, including experience within a collectively bargained labor force and DOT requirements
  • General knowledge of employment laws and practices
  • Strong project management skills
  • Supervisory and leadership ability

 WORKING CONDITIONS

  • The typical office hours are 7:00 a.m. to 4:00 p.m.
  • Ability to work extra hours as determined by the workload and client expectations
  • Travel for this position is minimal.
  • Ability to sit for long periods of time
  • Ability to speak English to communicate with clients, employees, vendors, etc
